Community Programs
The City of Upper Arlington knows the importance of assisting our existing businesses grow and expand and the benefits of encouraging new businesses to start here. Listed below are some of the programs offered by the City that your company may be eligible for:
ProgramsCommunity Reinvestment Area (CRA) Program - Upper Arlington currently manages a CRA program along the Henderson Road Corridor in the northwest portion of the City. CRA provides real property tax abatement on the increased appraised value of new or expanding facilities and increased land values. The term and percentage of tax abatement is based on project investment, the number of jobs created/retained, and annual income tax revenue generated for the City.
Enterprise Zone Area (EZ) Program - EZ provides real property tax abatement on the increased appraised value of new or expanding facilities. The term and percentage of tax abatement is based on project investment, the number of jobs created/retained, and annual income tax for the City. The program encompasses the entire City. This program is administered by Franklin County on behalf of the City.
Tax Increment Financing (TIF) Districts - Upper Arlington has created several TIF Districts in our primary business areas. TIF's allow future property tax revenue generated from increased assessed real property values to be utilized to make public improvements that benefit the properties within the district. A significant advantage is the ability of the City to borrow for these improvements utilizing future property tax collections. Public improvements can include upgrades to water, sanitary and storm sewers, road and sidewalk improvements, utility and other enhancements to lead to a successful redevelopment project.
Large Business Loan/Grant Program - Provides foregiveable loans to new and expanding businesses that demonstrate a commitment to locate and expand within Upper Arlington, improve real property and/or create new jobs with increased income tax revenues for the City. The term and value of the loan/grant is based on total annual salary, project investment, and the number of jobs created/retained for the City. Loans are typically forgiven if the project meets or exceeds projected investments and job growth. Companies typically must commit to remaining in the proposed location for twice the anticipated growth/investment period.
Municipal Income Tax Credits - Provides a percentage credit of the income tax liability on new employment positions created within the city. Percentage is based on the project investment, number of jobs created and payroll anticipated.
Small & Home-Based Business Loan/Grant Program - Provides forgivable loans for small businesses to assist in their capital or expansion needs. Forgiveness is based upon increases payrolls from the project.
